History
The service pathway for addressing cases of severe unsanitary conditions in Vaudreuil-Soulanges outlined below is the product of extensive individual reflections and collaborative discussions across various sectors aimed at developing effective solutions. Since 2011, preventionists from the municipalities of Coteau-du-Lac, Pincourt, and L’Île Perrot recognized the need for a unified approach to managing such cases. They reached out to the CISSS de la Montérégie-Ouest (CLSC de Vaudreuil-Dorion) and CETAM ambulance drivers to tackle the obstacles encountered in the field. One of the major challenges identified was the difficulty in engaging all relevant stakeholders, combined with a lack of tools to facilitate appropriate interventions based on their respective roles. Participants described the process as laborious, time-consuming, and inefficient. This highlighted the crucial need for coordinated action among all parties involved.
In order to achieve concerted action, a better understanding of the roles and responsibilities of each player was needed, to help implement solutions and tools better adapted to the realities of the VS territory.
So, in October 2013, the CISSS de la Montérégie-Ouest (CLSC de Vaudreuil-Dorion) brought together municipal, police, ambulance, health and social services stakeholders to more formally initiate a concerted approach. Accompanied by the Public Health Department, which acted as a support and advisor, we proceeded to share our knowledge and the ways of doing things in other territories.
At the end of this meeting, the Vaudreuil-Soulanges Intersectoral Committee on Morbid Insalubrity was formed: CISSS de la Montérégie-Ouest (CLSC de Vaudreuil-Dorion), fire prevention for the municipalities of Coteau-du-Lac, Vaudreuil-Dorion and L’Île-Perrot, Sureté du Québec, the community development corporation, the urban planning departments of Coteau-du-Lac and St-Zotique, CETAM, the Public Curator, and the general management of the municipalities of Très-Saint-Rédempteur and Pincourt. The MRC de Vaudreuil-Soulanges acted as a facilitator in this process between the various municipal players, although each of the municipalities and towns in the MRC are autonomous in the management, application and adoption of municipal by-laws. It should also be noted that during the development of this intersectoral trajectory, other partners joined the committee in place, such as the Rigaud Fire Prevention Department and the mayors of the municipalities of Saint-Lazare, Rigaud and Pincourt.
